A picture of the blank screen won't help, no need for that.

I don't have much else to tell you, if it is a problem with the board's UEFI/BIOS, I cannot fix that myself.

A Windows UEFI booting installation has a legacy MBR partition, and an EFI partition, so it can boot in UEFI or legacy/BIOS mode.

You said you think Ubuntu is booting in legacy/BIOS mode with the CSM options configured as you described, but where is the legacy, non-EFI boot partition?

I don't know Ubuntu/Linux well enough to know what is happening in this situation.
