Sorry, but you do not have a matched kit of memory. A matched kit of memory comes in one package, the end.

Corsair and most memory "manufactures" do not manufacture their own memory chips, meaning the actual DRAM memory chips used on a memory "stick", or DIMM. They buy memory chips in bulk at various times, from multiple manufactures, Hynex, Samsung, Micron, etc. The same model of memory from Corsair may have memory chips from any of the memory chip manufactures. They will have differences that don't allow them to work together. That's why memory is sold in kits of multiple DIMMs.

Mixing multiple kits of memory is a gamble, they may be compatible, or not.

The best you can do is put one kit in one channel, and the other in another channel. Can you tell the two kits apart at this point?

The memory controller (IMC) is part of the CPU, since Intel changed to the single chipset design in 2008 - 2009. The mother board has much less influence on memory compatibility than the CPU (IMC) does.

DDR3 1333 memory should be very easy for any PC to use. When you put all four DIMMs in the board, are you clearing the BIOS/CMOS before starting the PC again? That really should be done whenever you change the memory slots being used, or when adding or removing memory from the PC.

This does not seem to make sense. If the PC would not POST or boot the OS, how did you get into the UEFI/BIOS to change the DRAM voltage? Did you remove two DIMMs, go into the UEFI, increase the voltage, and then put the two DIMMs back?

What is the full model number of the Corsair kits you have?
