Are you talking about the metal plate on the bottom of the mother board, in this picture:

Of course you are, what other "bracket" can we see?
Do NOT remove that metal plate, it is used to hold the CPU socket onto the board.
If a CPU cooler uses a bracket to attach it to the board, that bracket fits over the CPU socket retention plate.
As Xaltar asked, what CPU cooler are you using?
