Subject: X99 Extreme4 does not recognize all 8 RAM sticks

Background:
I have recently upgraded my Motherboard, CPU, and RAM. I originally had an issue with this new build where I had no display on boot up of the motherboard, it seemed to post okay but did not display anything on 3 monitors I tried. After several hours of troubleshooting by removing RAM down to one slot in the A1 slot, removing all other non POST essential pieces of hardware and swapping out RAM sticks, I finally found that I could use an older graphics card to see the display and the issue to be an outdated BIOS issue. I flashed to version 3.30 and I had the display working with my newer graphics card.

Issue:
Now a new issue has come up that has me scratching my head. I have 8 slots filled with RAM and only 6 of them are recognized by the BIOS and windows. The BIOS shows it running in triple channel.
The slots that are not recognized are DDR4_D1 and DDR4_D2.
While the BIOS and Windows do not report the RAM is installed in those slots, CPU-Z does report all RAM is present.

Graphics Card: MSI Radeon R9 390x 8G

Graphics Card: MSI Radeon R9 390x 8G
PSU: Thermaltake TR2 TR-600 600W ATX12V v2.3 SLI Ready CrossFire Ready Power Supply
Troubleshooting done so far:
Step: swapped memory in unrecognized slots out with known working RAM sticks
Result: With the known working sticks in the slots, the same slots are not recognized (no change)
Step: Increased voltage from 1.250 to 1.300 as a suggestion on another forum
Result: No change

Is there anything else I can do or is it time to return the board?
