I'm not sure if this will help you, you may already be aware of these, and depending upon the OS you use, that may be part of the problem.
This is software from Intel called the Intel® Ethernet Connections Boot Utility, Preboot Images, and EFI Drivers. Available here:

Intel provides software, called Administrative Tools for Intel Network Adapters, that may help you disable the PXE boot option:
