Definitely not a USB header, it's an alternate type of internal Thunderbolt AIC connector.
If you are not using the internal USB 3.0 connector on your board, you can get a USB 3.0 to USB 2.0 adapter, and use that as a power source.
Otherwise, USB power is 5V, one of the three standard rails of any PC PSU. Tapping into the red wire on a four pin molex connector/cable from the PSU and adapting it to the input of your card reader would work.
