You have a Z170M Pro4S board, Skylake chipset, and use a Kaby Lake i5-7600 CPU, correct?
What BIOS version does the board have? The BIOS chip is in the lower right corner of the board, below the group of four SATA ports. Their should be a sticker on the chip with the BIOS version number on it.
Any and ALL Skylake chipset boards MUST have a Kaby Lake compatible BIOS version installed. Those BIOS versions all are of the format 7.xx. You need your board's version 7.10 BIOS installed, or the CPU will not start. There is no way to flash the BIOS since your CPU will not start.
That is a standard limitation of Intel cross generation processor/chipset compatibility. This applies to ALL mother board manufactures. Intel has not been able to supply a workaround for this situation.
Only two ways to fix this:
Install a Skylake processor in the board, flash to the 7.10 BIOS, and replace the CPU with your Kaby Lake model.
Get a replacement BIOS chip from ASRock, with the correct BIOS version on it. The chip can be replaced by the user, they are in a socket, no soldering required. You can request a new BIOS chip from ASRock by submitting a request on the page below. You should not be charged for the new chip in this situation:
