I swapped out the 3200MHz RAM for 2400MHz and the system booted without incident. I installed CorsairLink which always crashed when attempted before. I think the ASRock tech was correct that the RAM speed was the problem. I will put it through the paces and report back.
In the mean time I need help getting to 64GB. Can I purchase another set of 2X16GB of the same RAM? It is Corsiar DDR4 2x16GB|32GB 2400MHz Vengeance LPX part number CMK32GX4M2A2400C14R and install those in slots A1 and B1? Or do I need to order a new set of 4X16GB?
