Intel Motherboards : x99 ws - not booting up

Assuming ASRock X99 WS board, there are three ASRock "X99 WS" boards.

When you said the PC started "resetting", do you mean it just restarts itself, and boots Windows again?

Do you monitor system temperatures while using that PC? A PC with four video cards will need exceptional cooling for the cards and the CPU. It sounds like you are using liquid cooling, is that an AIO liquid cooler or custom? Which PC case are you using and how many case fans does it have? How is your radiator configured, as intake or exhaust?

Have you at least tried clearing the UEFI/BIOS yet? Your board has a CLR CMOS button on the board's IO panel. Be sure to save your current UEFI settings in a profile, in the OC Tweaker screen first, since all the UEFI options will be reset to their default values when you clear the UEFI/BIOS. Since you seem to be unable to get a signal to the monitor, hopefully you've saved a profile in the past.

With the PC shutdown, turn off and unplug the PSU from power. Let the PC sit for 30 seconds, and then press and hold the CLR CMOS button for several seconds. You may press that button several times to insure it was fully pressed.

When done reconnect the PC to power, and try to start it. If all goes well, you'll be prompted to enter the UEFI/BIOS to reset any settings you use. What UEFI/BIOS version are you currently using?

If clearing the UEFI/BIOS does nothing for you, it's time to start checking the hardware. Since the Dr Debug display does not stop on a code number, and shows A2 (SATA drive testing, the last phase of POST) and then turns off, the PC seems to be passing POST, and may be actually booting the OS. You simply cannot tell due to no signal to the monitor.

Given what you described, I would remove all of the video cards except for one of course. No idea what your video card configuration is (Quad SLI?) but after removing three of the four video cards, you should perform the clear UEFI/BIOS procedure before starting the PC again. If you are unlucky, the video card you left in the PC may have the problem, so if you still don't get any signal to the monitor, you'll need to try using another video card.

How confident do you feel that your PSU is working well? What model is it and how old?
