I wonder about the memory not being compatible. I use a set of G.SKILL F4-3200C16D-8GTZB in my Z170 Extreme7+ board, which is not listed in the Memory Support list, or in G.SKILL's Memory Configurator. Still, it is possible they aren't compatible. G.SKILL's memory list for both of our boards ends at 2800 speed DDR4 memory. I'm not sure what G.SKILL is implying by that.

When you use two DIMMs, which must be 8GB each, are they in the A1 and B1 slots? Every time you change the memory configuration, you should be clearing the UEFI/BIOS with the jumper on the board.

The USB ports won't get power until later in the POST process, after they pass their POST testing. Memory is done before the USB ports, so if that is failing, the USB ports will never get power. That seems to be the case.

No mention of the PSU model. Is it new? If not, have you used it in the recent past?

I would remove the video card, and just use the onboard graphics. Clear the UEFI/BIOS after removing the video card, use one DIMM in the A1 or B1 slot.
