Yes you are right, Speed Shift is a new option in Skylake and refined in Kaby Lake processors. When enabled, it causes the change from a low processor speed when Speed Step is enabled (800MHz), and from a higher C State power saving level (C6 or C7 for example) to a higher processor speed, and the full on, C0 state.

Intel did not publicize Speed Shift very much when Skylake processors were released, and its full implementation will not be realized until Kaby Lake processors are released. Intel does not include Speed Shift in the list of processor features (Advanced Technologies) for Skylake processors, or currently for the few Kaby Lake mobile processors that are available only from OEM manufactures in laptop PCs.

What UEFI/BIOS version are you using now? I suggest updating to one of the versions that supports Kaby Lake, 7.00 in the main BIOS download page, or 7.10 in the Beta Zone. Speed Shift should be in the OC Tweaker, CPU Configuration screen, added in one of those versions.
