Update, So the guy that I bought the CPU from neglected to tell me that he delided it and![Censored]( "Censored")
up the CPU's PCB in the process, I had no clue it was delided until I pulled it off to swap cpus. I verified it by getting an i3-4330TE and instantly the cards crossfired.
