Since you don't get any video signal to the monitor except after a long wait, apparently, why do you not suspect the video card as a potential problem?
Have you checked the video card, or tried another video card in that PC? Is the fan(s) spinning on the video card when the PC is on? Do you only have HDMI cables to use with your monitor and video card?
I would remove and reseat the video card, and be certain the locking tab on the PCIe slot is in the locked position. You could also move the video card to another PCIe slot to test if you are having issues with the PCIe lane you are using now.
Not being able to find a bootable drive on the PC is a message that would appear very early in the startup cycle of any board.
About your OS drive, did you try using a new SATA data cable? SATA data cables are very cheaply made, and only designed for a few dozen removal and insertion cycles at best. I thrown out so many over the years.
The Dr Debug display shows POST codes, which are not error codes unless one remains constantly on the Dr Debug display. That code would be the POST test that failed. SATA drive POST check "Ax" codes might be displayed when you are using the UEFI/BIOS UI.
Do you have a POST beep speaker in the board, and the POST beep speaker option enabled in the UEFI?
A basic hardware list would help, the OS drive at least, video card, PSU, memory (exact model number) is always helpful.
