Do you also have, in the CPU Configuration screen, CPU C States Support and Enhanced Halt State (C1E) set to Enabled?

When CPU C States Support is enabled, you should then see a list of the other C State options displayed, which must be enabled.

The Package C State is a single C State that requires the other C States to be enabled. The CPU cannot enter the Package C State until all the other C States are active.

The Windows Power Plan you use can affect the C State activation.
