It sounds like you've done everything else you can do.

What UEFI version do you have installed now? If it is not 3.10, you must install that version.

There's a reason why the earlier UEFI versions have been removed from your board's download page. Once you install 3.10, you can't use previous versions.

It's easy to try the IME software on ASRock's web page for your board. You can always change to another version later.

Another option for you is to buy a new UEFI chip from places like eBay, and use the last UEFI version before 3.10. You can replace the UEFI chip, it is not soldered in the board.

When users have done all the things you have done, installing the 3.10 UEFI, and then installing older UEFI versions, it is common for the result to be what you have now. That is, problems with the UEFI they never had before. The best fix it a new UEFI chip.
