I wouldn't trust a bundled PSU unless the case was a well known brand like Zalman, Corsair, Thermaltake etc. I would get a better, brand name 450w PSU for your system regardless of the GPU issue you are having. Often these bundled PSUs are not actually able to supply the power they are rated for.

It is worth trying the 750ti with a better brand PSU to rule out power as the issue.
I would still get in touch with tech support and see what they can tell you about your issue, there may be something they can do for you.
