Your memory being compatible is not certain, a similar model is listed in your board's memory support list. Corsair lists is as compatible with Intel 100 series boards like yours, but that model is not listed in your board's memory support list. So this remains somewhat uncertain.

BTW, the preferred location for two DS (Doubled Sided) DIMMs is the A1 and B1 slots, if you have confirmed your memory is DS. Being 8GB DIMMs, they probably are DS. Otherwise the A2 and B2 slots have priority.

Your memory will by default operate at a compatible speed for your board, 2133 or possibly 1866. You should not need to select a memory speed at all. Only DDR4 memory would fit in your board's memory slots.

One thing to try is using only one DIMM, in the B1 slot. One DIMM is easier for the memory controller on the CPU to deal with, if the memory is only semi-compatible.

If you got three beeps with no memory installed, that means the POST process was running, and the lack of memory was detected. Which means the board is working. If you connect a network cable from an active router to the network jack on the board's IO panel, you should see the LEDs next to the network jack light up. If you don't, that would indicate a board problem.

Have you used your PSU in the past, or is it new and unused? It sounds like you have both the 24 pin and 4/8 pin CPU power cables connected, both are required for the board to start.

I would stay with the Intel graphics at first, one less variable to deal with. What type of cable are you using for your monitor, and is it set for that type of input?

The only thing I can suggest is removing as much as possible from the board, such as any drives and any other devices. You don't want to install Windows with more than one drive in the PC anyway, but disconnect power from all drives as a test. Use a simple wired keyboard and mouse if possible. One DIMM in the B1 slot. Clear the UEFI/BIOS again, and see what happens. If POST completes you will get the single short POST Ok beep.
